Charlie Shipp is a founder and managing partner of SC Partners LLC in Washington, DC. He is responsible for the overall management of the firm as well as providing legislative and issue lobbying support for the Firm’s clients before the Congress, Federal Agencies and the Administration. Prior to founding this firm, Mr. Shipp served as a principle in Charles Shipp & Associates, a Washington DC based lobbying firm. Mr. Shipp has also served as Vice President of Congressional Affairs for AT&T from 1994 to 2001. During his tenure at AT&T, he managed congressional affairs on all telecommunications issues including, labor, judiciary, patent and copyright protection, campaign finance, and trade and tax issues. Prior to becoming Vice President in 1994, Mr. Shipp served as Director, Government Affairs in Atlanta and Washington DC. Under President George Bush, Mr. Shipp was appointed to serve as a White House Loaned Executive in 1989 and served as Special Assistant to the Secretary of Agriculture. During his two year tenure in the Administration he focused on trade issues. Mr. Shipp earned a M.B.A. from University of Texas, and a B.A. from Colorado University. |
Katie Cullen is a Partner and founding member of SC Partners LLC where she provides strategic legislative lobbying support to the firm’s clients before the Congress, the EPA and other Federal Agencies. In addition, she provides sophisticated and technical advice to several hedge funds on innovative and emerging energy and soft-ware technologies. Prior to founding, Katie Cullen served as the principal of KC Associates LLC, a consulting and lobbying firm in Washington, DC. Before joining the lobbying firms, she served as Vice President for the Integrated Waste Services Association, the leading trade group for the waste-to-energy industry. She was responsible for directing overall legislative and media strategies that included working with Congress, federal agencies, state legislatures and the media. In that capacity, Ms. Cullen developed and wrote all press releases, fact sheets and comment letters for the Association. She was also responsible for a weekly electronic newsletter that went out to all interested parties. During her thirty years in Washington, Cullen also served as Vice President of Public Affairs at the United States Conference of Mayors, the leading nonpartisan organization for our cities' mayors. She also worked 15 years on Capitol Hill where she directed the media office that served as the direct liaison between Members of Congress and the national broadcast media. Ms. Cullen received her Bachelor of Arts degree from the University of Miami in Coral Gables, Florida and her Master’s degree from the Washington Consortium for American Government in Washington, DC.
